After a coin plates, its share of every trade fee piles into a pot. Anyone can cook the pot, permissionlessly, which market buys the coin and then burns it or feeds the lockers, whichever the dev chose. Each cook is capped, so a fat pot drains over several cooks. No admin, no keys, just public flow.
